Abstract
The sustainable development and expansion of urban areas, especially in municipalities with high land demand, depend on efficient land allocation. The Municipal Council's land-allocation process plays a crucial role in shaping Windhoek’s urban landscape and addressing residents’ needs. However, concerns have been raised about its efficiency due to extensive bureaucratic procedures. This research aims to assess the effectiveness of the Windhoek Municipal Council’s land allocation process, focusing on obstacles affecting its ability to meet resident needs and achieve its objectives. A quantitative research method was used, with structured questionnaires as the primary data collection tool, targeting a convenience sample of 99 Windhoek residents. All 99 participants responded, providing valuable insights into the land allocation process. The collected data was analyzed using the Statistical Package for the Social Sciences (SPSS) software, incorporating graphs, tables, and pie charts. The findings revealed inefficiencies such as prolonged delays, a shortage of serviced land, affordability issues, and perceptions of bias, all contributing to resident dissatisfaction. Addressing these issues through increased transparency, reduced bureaucracy, and improved communication could enhance public trust and support sustainable urban growth. This study provides insights for Namibian local councils and practical recommendations for improving land allocation. It can also inform policymakers and land developers about housing options for low-income earners. Furthermore, the study can aid city councils in future land allocation decisions and urban development planning. Additionally, entities such as the Ministry of Land Reform, National Housing Enterprise (NHE), and Shack Dwellers Federation (SDF) can use these findings to improve residential accessibility. To address this gap, the study suggests further research focusing on quantitative methods to explore and enhance land allocation processes in Namibia. These findings can serve as a foundation for policy adjustments, ensuring a more effective and transparent system that meets the growing demand for residential land in Windhoek.
