Examining systems thinking as a catalyst for organizational transformation: A case study of the Roads Authority, Namibia

Abstract

This study explored the use of systems thinking in improving operational performance, decision-making, and resource allocation within the Roads Authority of Namibia (RA) through a qualitative research approach. Using a qualitative case study approach, data were collected through 15 semi-structured stakeholder interviews across road maintenance, planning, finance, and stakeholder relations departments, resulting in a 75% response rate from the 20 targeted participants. Thematic analysis revealed that systems thinking fosters integration, interdepartmental coordination, and use of resources, enabling RA to better manage operational complexities. The findings revealed that the RA faces significant operational challenges such as outdated technology, budget constraints, procurement delays, and poor internal communication. Systems thinking was found to offer a holistic approach for addressing these challenges by improving coordination and enabling proactive planning. Furthermore, the findings of the RA indicate that the use of systems thinking enhances decision-making efficiency and sustainability by enabling decision-makers to view the wider context and long-term effects of their decisions, instead of prioritizing short-term issues. Systems thinking in decision-making promotes the movement from reactive to proactive decision-making. The study proposed establishing a culture of collaboration, embedding systems thinking in strategic planning, and developing continuous feedback loops for sustaining transformation and long-term evolution. The findings contribute to the literature on the application of systems thinking by public sector organizations for improving efficiency, resilience, and stakeholder engagement.
